It is not the Congress or our President within the United States of America showing belligerence within Iran. LOL ! !  
 
It is the Iranian citizenry, as well as government and religious officials, that are showing signs of being belligerent. 
 
Or are you attempting to present an argument such belligerence would not be shown by the Iranians if the United States has not ended the Gulf War within Saddam Hussein's Iraq ? ? ?
