Dear Ms Cohn, 
I came across this article in a search for relevant information for a dissertation. I have to say, it is the most lucid, erudite, incisive piece of writing I have had the pleasure to read.  
 
You use Cuba as an example of the effective implementation of contigency plans and how these are embedded in communities and the whole population and is fair justification for upbraiding U.S crisis management systems. 
 
I just want to thank you for keeping the article posted and for making such a contribution to a multi-faceted issue.
