the afghan boy will not be "thrown" out of the orphanage. the orphanage are doing a fantastic job and i'm sure have significant concern for the children they care for. the children would know that they could not stay after mid-teenage years, and in terms of affording to look after the number of needy children in afghanistan, they have to let older teenagers work and pay their way as do the majority of the entire population (university degrees are not common in afghanistan). however, they would plan for the child's future after he left, i am very sure. i have just spent six months doing volunteer work on the pakistan-afghanistan border and to write in such a fickle manner about the people who are trying to help is less than ideal.
