Correction
No, empirical evidence shows failure to prevent a problem, it does not prove an evil intent. An example of failure were the schooling schemes both Australia and the United States inflicted on their indigenous populations in the early 20th century to "educate" and "improve" their lives; schemes which were destroying the people's languages and cultures, devaluing their lives. 
 
But in Nazi Germany, Cambodia, and today in West Papua the State really does want to kill the people and their cultures. Indonesia wants the Papuan lands, and Corporate American wants's West Papua's vast gold & copper reserves. 
 
But Australia & the US would happily implement any health plan if you can tell them of a magic solution. Different intention.
