That is indeed EXCELLENT NEWS - BUT the under-5 infant mortality rate in this Occupied country under Occupying US and US Alliance forces REMAINS appallingly high due to imposed war, and the war criminal failure of the Occupiers to provide life-sustaining requisites (food, medicine, medical care) as demanded unrequivocally by the Geneva Convention Relative to the treatment of Civilan Persons in Time of War (notably Articles 39, 55 and 56). 
 
The latest WHO figures on \"annual per capita medical expenditure\", indicate a figure of $23 in Occupied Afghanistan, the cost a reasonable bottle of wine - as compared to about $2,500 in the UK and Racist White Australia and over $5,000 in Racist Bush-ite America. 
 
An UTTERLY INCORRECT IMPLICATION that someone might draw from the Guardian article is that because the infant death rate has fallen since 2001 (assuming that this is correct) that the Occupiers are in the clear. NO - as explained below.  
 
In \"normal\" Muslim countries freedom from European hegemony and violence (and Afghanistan\'s crucifixion by Europeans began with the US-inspired Russian invasion in 1979 and has continued ever since) has meant that the infant mortality rate has PLUMMETED to European-style levels. The \"annual under-5 infant deaths per 1,000 births\" is 16 in Syria but 125 in its oil-rich US-occupied neighbour  
Iraq. 
 
The \"annual under-5 infant death rate\" in substantially Muslim Malaysia is 0.14% (as compared to0.14% in the UK and 0.17% in both Communist Cuba and Bush-ite Amerika) WHEREAS in Occupied Afghanistan it is a GENOCIDAL 6.7%(as compared to \"annual death rates\" of 2.4% for Aboriginal Australians in the Northern Territory, 2.5% for Australian sheep and 10% for Australian POWs of the Japanese in WW2 - a WAR CRIME.
