Rational Risk Management (RRM) (that for example makes aviation very safe) successively involves 
(a) getting accurate information (b)scientific analysis and (c) systemic change to decrease risk.  
 
This is typically perverted (e.g. by Bush-ite Western governments) by (a) lies and censorship (b) anti-science spin and (c) truth-inhibiting blame and shame rather than sensible systemic change. 
 
I am actively involved in Rational Risk Management in relation to the 16 million people who die avoidably each year (about 10 million under-5 year old infants) and I donate several thousand dollars a week in unpaid work (at my current modest rates of remuneration) to the cause of the (a) and (b)parts of Rational Risk Management - by researching accurate information from authoritative sources and informing people, notably media and government.  
 
The SYSTEMIC CHANGE required, in my view, is MORE Rational Risk Management, more information, more scientific analysis and URGENT individual and collective action to simply BOYCOTT countries, corporations, media and politicians involved in lying by omission and commission, slies (spin-based untruth), spin, invasions, occupations and racist complicity in mass murder - whether the continuing Third World Holocaust (post-1950 excess deaths about 1.2 billion), the Palestinian Genocide (post-invasion excess deaths 0.3 million), the Iraqi Genocide (post-invasion excess deaths 1.0 million), the Afghan Genocide (post-invasion excess deaths 2.4 million) or looming Climate Genocide (according to the UK Chief Scientist hundreds of millions in the Developing World are at risk this century from global warming - this being clearly due to selfish and racist First World greenhouse gas pollution profligacy).
