how we treat ennemi combattants

What expectations can we still have? How can one have any confidence in the human race, oneself included? 
We have been through wars , we have suffered the sadism of the Gestapo and the Kempei Tai and the Polit Bureau, but that is just naming a few. 
Padilla is just a known name, but what about all the other unnamed ones?Disheartened.
