There has always been some form of gang that has been running the government be it a governor or a gangster. Most people know this but dont care, all they are interested in is how rich they are or what their neighbors have got, and if their government use or are from gangs why should they care just as long as it dont affect them.. 
It is sad that people are like that.. GREED one of the biggest sins on this world...
