50% under the age of 18 years? It's an astounding number! 
 
It would seem, that such a group of people would rely upon gang mentality. It's really the most rational manner of living in the case of having 50% of the culture being children.  
 
If it's true, that so many young women are raped as youngster, then, that is the reason; culture and traditions have evolved toward living in gangs. In such a culture, perhaps rape is a punishment, a payment of some kind, something like that.  
 
Dare there not be a cover-up on the government's side - that being the government workers rape these young women, who have no relatives to take their side.
