Dear Defective...You ask, "When has America targeted innocent civilians". Never - America has never killed anyone, but the United States has. The use of the term "America" when referring to the United States is disrespectful to all of the other countries that are part of North and South America.  
Now to answer your question. Quite obviously you have been out of touch for a very long time - maybe since 1492. That is how long the usa has been killing innocent civilians.
