Society.

I see friesen's comment the real crux of the substance abuse problem. Society! 
 
'The real question is....what is it about our society that drives many to have  
to escape through chemical means?' 
 
An extreme example; in outback Australia, aboriginal children, are known to sniff petrol, even move around ,(stagger around, with a small can hanging around their necks, 
so they can stay stoned from the fumes. You can't ban gasoline, ridiculous, their society is suffering.  
Some rich person, getting stoned on cocaine,or 'Glen Grant' reflects the same pain, they happen to be in a different socio economic group that's all. And the various companies you speak of friesen, simply capitalize from this pain in society.
