Fear.

There was a time when some wretches head would roll at the nod of an Emperors head in China, things have not changed much it appear. Buck the systems, metaphorically speaking, and your head will roll. 
I still believe the authorities, are fearful of loosing control over the people, they do not want any group to find a way to liberate their minds. They want their citizens to remain asleep.
