I bet the writer has not even been to Aboriginal communities to sit down and have a chat with Aborgines about this. I suppose that is because his white skin would immediately deter the aborigines so it isn't worth doing. Go live amongst them and get your head out of the books to get their view on this.  
 
You don't see the native Malays in Singapore with a mentality of being crippled into inaction by Chinese immigrants (of whatever colour!). Those who don't help themselves cannot really expect to be helped!
