Article Doesn't Come Close to Answering
That your article correctly details who the Second Amendment was written for (the Anti-Federalists, or those who favored strong states rights) does not come close to determining what the Second Amendment means. If the amendment was written for the benefit of the states, that just means that the federal government can't impinge the right to bear arms. It has no bearing on whether or not the states themselves can limit the right. One could very reasonably argue that if the amendment was the benefit the states, then they are well within their right to determine how, when, and if their own citizens should have guns.
