I agree with you there. The Iraq war is an illegal war, and those responsible should be called to account. But it won't happen. Why? The "elite" in America has forgotten the rule of law, one law for everyone - they want immunity for telecom companies that allowed warrantless searches of innocent Americans records, they give immunity to torturers, and of course they are trying to push for amnesty and immunity for illegal aliens and all their crimes. 
 
It seems the American people are slowly, oh so slowly, starting to pay attention. They are saying no to the lawless illegal aliens, no to immunity for the telecom companies, and some are trying to get Bush and Cheney impeached. 
 
But once the rot seeps in, ie... special privileges for a few instead of following the rule of law, it is hard to dig it out. Those who want special treatment don't give up easily, especially when it is big business who wants the huge profits a premature North American integation would bring. 
 
Why won't big business wait? Well if Mexicans were required to create a real country, with a real economy, with real laws and European values like the rule of law applying, before entering as equals with Canada and the USA, the business would not get that cheap labor would  
 
Of course if you merge a third world country like Mexico with first world countries like Canada and the USA, the poor will flood out of their country and overwhelm the successful countries, basically reducing them to third world status economically.  
 
Other countries have commented that if the USA does not enforce its immigration laws, in 30 years it will be a third world country are right. 
 
Why Mexicans are not willing to build their own country I do not know. It may be that so large a percent of the population is uneducated that hey do not have the ability to do it.
