We wish! 
The unhappy thing about William's humour is that in this little fantasy Barack takes on the character of a sincere human being with intelligence rather than a decietful politician with cunning. 
But it's interesting how it emphasises how the spending of public money by crooked politicians in defiance of common sense serves to prop up an unsustainable, immoral situation necessary to maintain the cycle of capitalism - a failed syetem.
