Of course it doesn't, D.C is a separate country. Ergo "District of Columbia". When you list the lower 48 states Alaska and Hawaii, D.C isn't included in the list. Federal jurisdiction is Admiralty law. It has nothing to do with the law of the land. You have to look at the D.C Constitution to determine the rights people have chosen for the culture of that area.
