\"a few more civilians running around with guns\" would have helped thin the numbers of the attackers, bought additional time for responders, and disrupted the attackers plans. Indeed, if these places were known for being well defended by an armed populace, there might not have been an attack at all.  
 
Humans have a right to defend themselves from attack, and India violates that basic human right.
