I hope it fails. The UN should not force behaviour regulation on sovereign states, especially behaviours so strongly linked to disease propagation and mental health. Even looking at the list of countries in favour it is quite clear: this is Europe trying to impose their culture on the rest of the world, yet again. Sovereign nations decide for their own communities the social boundaries they will recognise, particularly where it affects community health in all its forms.
