Too many incarcerated Americans

We have too many laws that lock up too many people for too many years. That does not make us safer and it is rushing many of our states, especially California, into bankruptcy. 
 
Senator Webb calling our prisons “overcrowded” and “ill-managed,” is such an understatement. Making pot legal would save salvageable lives that are now rotting in prison, and save a lot of tax payer money
