Germany: 
Not a big problem ,they can  
say NO to NATO Art.5  
USA was attacked 9/11/2001 
from elements ,capitol crime 
elements, not from a Nation. 
 
Japan: 
they can step aside too,based 
on UN and Geneva Convention 
reduce to noncombat duties. 
No commitments.just good 
moral help.
