Message to America

A video released by the Islamic State group titled a "Message to America" showed the decapitation of US journalist James Foley. The video has since been removed from YouTube for violating its policy on depicting graphic violence.

However at the end of the video, the Islamic State fighter, who spoke in English with a British accent, also threatened to kill another man, believed to be US journalist Steven Joel Sotloff.

Sotloff is a freelance journalist who had reported on Egypt, Syria and Libya for TIME, the Christian Science Monitor, the National Interest and Foreign Policy. He went missing on August 4, 2013 while on assignment near Aleppo, Syria.

"The life of this American citizen, Obama, depends on your next decision," the IS member said.

The man believed to be Sotloff is alive in the video, and seemingly unharmed. It is unclear what deadline IS has made for its threat.

Ukraine bans Russian TV channels for airing war 'propaganda'

The Interior Ministry has banned the fourteen channels - including news channels Russia Today and Life News - for "broadcasting propaganda of war and violence," ministry official Anton Gerashchenko said in a Facebook post.

"As an independent sovereign state, Ukraine can and should protect its media space from aggression from Russia, which has been deliberately inciting hatred and discord among Ukrainian citizens."

Gerashchenko said the move follows a similar step by Russia in March, when it turned off Ukrainian channels in Crimea.

"What's more, not one Ukrainian channel is broadcast on cable networks in Russia," he said.

An Israeli cabinet minister justified an air strike on Gaza that killed the wife and child of Hamas armed wing leader Mohammed Deif, saying that he was a legitimate target.

Mohamed Deif deserves to die just like (Osama) bin Laden. He is an arch murderer and as long as we have an opportunity we will try to kill him.

Interior Minister Gideon Saar told army radio.

He said he could not confirm whether the head of Hamas's armed wing, the Ezzedine al-Qassam Brigades, had been killed during the air strike late Tuesday in Gaza City.

Ukrainian government troops were fighting pro-Russian rebels in the streets of Luhansk on Tuesday and captured most of a town near the eastern city of Donetsk, tightening the noose around that key rebel-held stronghold, Ukrainian officials said.

One soldier was killed and four wounded when a volunteer battalion came under mortar fire before entering the town of Ilovaysk, 18 kilometers (11 miles) east of Donetsk, Interior Minister Arsen Avakov said in a Facebook posting.

Among the wounded was the commander of the Donbass battalion, Semyon Semenchenko, who said government soldiers had destroyed three rebel checkpoints and four firing positions and that fighting continues.

Government efforts to quell the separatists have focused on encircling Donetsk, the largest rebel-controlled city in eastern Ukraine.

Russia tests surface-to-air missiles

Russia on Tuesday has tested surface-to-air missiles during army exercises in the southern Russian province of Astrakhan, a defense ministry spokesman was quoted as saying, in a move to show its military might as fighting rages in neighboring Ukraine.

"Three armed regiments carried out test fires of S-400

'Triumph' and S-300 'Favorit' surface-to-air missiles," defense ministry spokesman Igor Klimov told the RIA state news agency.

About 800 people and more than 200 pieces of hardware were involved in the exercises, he said.

A senior Hamas official said the chances of a durable ceasefire in Gaza were "evaporating" and that there had been no progress in indirect negotiations with Israel.

The official, Ezzat al-Rishq, is among a Palestinian delegation in Cairo where Egyptian mediators are racing to bridge the gaps ahead of the expiration of a temporary ceasefire at midnight.

"There is no progress in the negotiations. Chances of an agreement are evaporating, and we hold the Zionist occupation fully responsible for that," Rishq wrote on Twitter.

Hezbollah have killed a top jihadist

Fighters from Lebanon's Hezbollah have killed a top jihadist from the Islamic State group in Syria who allegedly planned bloody attacks in Lebanon, a monitoring group said on Tuesday.
