White House confirms Russian media reports that CIA director was in Kiev over the weekend:

John Brennan visited Kiev as part of a routine trip to Europe and any claims that it was anything other than that by Russia were "absurd", White House spokesman Jay Carney said on Monday. [AFP]

"We don't normally comment on the CIA director's travel but given the extraordinary circumstances in this case and the false claims being leveled by the Russians at the CIA we can confirm that the director was in Kiev as part of a trip to Europe," Carney told reporters. [Reuters]

CIA is delivering shipments to rebels

The United States has begun funneling weapons and technical equipment to rebel fighters in Syria, the Washington Post reported late Wednesday.

Citing US and Syrian sources, the US daily wrote that the CIA had begun delivering shipments of lethal aid in the past fortnight.

The newspaper reported on its website that the US State Department has sent separate shipments of vehicles and other materials, including new types of non-lethal gear, sophisticated communications equipment and advanced combat medical kits.

The arms shipments -- which the daily said are limited to light weapons and other munitions that can be tracked -- arrive at a crucial moment in the bloody standoff between the rebels and the Damascus government.

The Post cited US officials who said the goal of the non-lethal assistance is to help foster cohesion among units of Syria's disjointed armed opposition.

CIA training

US is considering a plan to use its military trainers to help increase the capabilities of the Syrian rebels, in a move that would greatly expand the current CIA training being done quietly in Jordan, US officials told The Associated Press

The officials said Thursday no decision had been made, but that discussions were going on at high levels of the government. It comes as the Obama administration prods Congress to authorize limited military strikes against the Syrian government in retaliation for a deadly Aug. 21 chemical weapons attack.

The CIA has been training select groups of rebels in Jordan on the use of communications equipment and some weapons provided by Gulf states. The new discussions center on whether the US military should take over the mission so that hundreds or thousands can be trained, rather than just dozens.

The officials spoke on condition of anonymity because they were not authorized to discuss the plan publicly.

Any new training program conducted by the US military would take time to put in place and likely would not begin until after any potential military action had been taken regarding the chemical weapons attack.

The Pentagon already has at least 1,000 troops in Jordan, including trainers working with Jordanian forces.  Gen. Martin Dempsey, chairman of the Joint Chiefs of Staff, has told Congress that the US military would be prepared to do more training for the Syria opposition if needed.

CIA arming rebels in Syria

Tne last thing: Defence secretary Chuck Hagel told the Senate foreign relations committee that the CIA was arming rebels in Syria - the first time that has been publicly acknowledged.

AP reports:

Hagel told the committee that President Obama approved plans in June to give lethal aid to Syrian rebels, Hagel and senator Bob Corker, the top Republican on the committee, both referred to the covert aid during a hearing on Obama's request that Congress approve military action against Syria.

Corker said he has been dismayed at the lack of support that has flowed to the rebels despite the promises of lethal aid.

Hagel acknowledged that Obama decided in June to send lethal aid to the rebels. He said the Pentagon has not been directly involved because it is "a covert action".

Officials have spoken quietly about the expected CIA aid but say none has been delivered.

Because the aid is "covert" and overseas, it's a fair bet it's coming from the CIA. I can't imagine the aid sitting on a shelf for long after the approval was signed, either. And it's probably a fair bet also that they're showing the rebels how to use the stuff they are handing over - training.
